  4.     Who says Japan is dominated by male shogunists?  Not,
  5. apparently, the new Prime Minister, Toshiki Kaifu. Last week,
  6. in a move to improve the scandal-ridden image of his Liberal
  7. Democratic Party, Kaifu appointed two women to his 21-member
  8. Cabinet. Sumiko Takahara, 56, a writer on economic affairs,
  9. became Economic Planning Agency director, and former Labor
  10. Ministry bureaucrat Mayumi Moriyama, 61, was named to head the
  11. Environment Agency.

  13.     In a country where only three females have ever held
  14. Cabinet posts, the appointments seemed a welcome change. But the
  15. L.D.P. still has a way to go in reforming itself. Kaifu, 58,
  16. attained his office by deal-making with ousted leaders Noboru
  17. Takeshita and Shintaro Abe; in return for their help, Kaifu
  18. awarded their factions powerful Cabinet positions. And Kaifu was
  19. already bedeviled by unfounded rumors of sexual misconduct.
